K Bias - Huawei 2G

Could anyone explain how can I use the K Bias parameter to choose between 2 cells in Huawei HO Algorithm I?

I mean: I have 2 cells and I want to force the HO to one of them. How can I use this parameter to do that?

K bias ? hmm it's also new for me.

as far as i know, for making Ho to target cell, there are several methods on HO optimization :
1. load HO
2. Layer HO
3. PBGT HO
4. and some more.
