Interval Between Resource Request

I was checking this paramter in Huawei: Interval Between Resource Request a bit confused with the explanation given...help needed in understanding the paramter explanation shared below. Thanks

Minimum interval between the successful TBF establishment and the first initiation of the Packet Timeslot Reconfiguration procedure.
If this parameter is set to a lower value, the user rate in the scenario of high radio resource utilization is increased. However, when the radio resource utilization is low, the user rate is decreased. If this parameter is set to a higher value, the user rate in the scenario of low radio resource utilization is increased. However, when the radio resource utilization is high, the user rate is decreased.
