Discovery 2.1_ Report Template Buider

Hello All,

I am currently facing chanllenge in using Report Template Buider of Discovery 2.1 and it would be highly appreciated if anyone can assist in solving this issue.

I notice that "Report Template Buider" and some other sub menu under Tools menu are not activated and for that reason I can not buid my own report template.
