    its related due to Radio Network Layer another is TNL is due to Transport Network Layer. From my experience, this is happend with another cause like NoReply, For its case something not correct with radio part, mostly not working well with WBPP (CE Module). For fast action just reset this module then all of this problem will be clear hopefully

    VS.RAB.FailEstCS.RNL = UL CE cong + DL CE cong + IUB cong + code cong + power cong + RIP fail (all radio network layer causes, RNL)

    unfortunately, not all happend due to congestion but sometimes its happend, its hard in Huawei to make some observation due to no specific alarm related to performance (Nokia/NSN have this alarm)

    for Alarms you can create alarm threshold but I am not expert on that .

    for the .RNL counter it could be an indication of BB processor overload, or an overload for your CNBAP.
