Link Budget Planning in LTE

I want to understand the Link Budget Planning for LTE.

Consider the following requirements
System Bandwidth: 20 MHz
DL Cell Edge data rate: 512 kbps
TDD Split ratio: 2:2
Antenna Configuration: 2T2R

Based upon this, how do I derive the Assign RB Nos., TB size and MCS index?
