anyone has an automated tool for 3G LAC planning Huawei

You do not need automated tools for LAC planning. Minimum you can assign one lac for all cells in one RNC.

if you need to perform LAC splitting to should have below inputs

1- paging utilization
2- CS traffic
3- PS Traffic

About point 1. What threshold should be exceeded in paging utilization so to split the LAC? i am asking about 3G only.

actually we used to have 1 LAC per RNC but recently we have started to have paging congestion,so we have thought to solve this by doing LAC splitting for highly paging loaded LACS,so we need automatic tool which i think it exists

I think LAC spitting is not big event so you need automated tool.
Also any one have process guideline for that than please share..
