MBDR is basically a directed retry related to measurment of level compatision while directed retry is a sd to sd kind of retry during assognment of tch channel

In MBDR ..after RRC setup, RNC decides whether to establish the service to INTER FREQ or INTER RAT cell based on Current load condition, to achieve this RNC sends INTER FREQ and INTER RAT measurment control to the cell instructing to measure signal quality of neighs cells, if the neigh cell meet speceifed requirment then RNC establishes service to target cell.

whereas in DRD, everything is blind, service can be steered to neigh cell without measuring it, this could fail the RAB DRD.

    Hope this could help..
