    there 2 main reason :
    1. bad RSCP (low coverage) - sol : increase power, adjust antenna tilt, add new site
    2. pilot polution - sol : adjust antenna azimuth/tilt in interferer site

    Reason maybe:
    1. Poor coverage => check hardware (antenna, VSWR), Tx Power (NodeB), adjust til and azimuth, if to far NodeB maybe need add new NodeB.
    2. Pilot Pollution => adjust downtil and azimuth
    3. if EcNo in active set is bad, maybe neighbours missing. => addition more neighbour

    Cheer!

    Ec/Io = Ec/(Ior + Ioc)
Ior = Total power of cells seen by UE in active set
Ioc = Downlink Interference from cells not in active set

If we use downlink interference cancellation, one can reduce Ioc, and hence improve Ec/Io. And, then we have other optimization techniques of antenna tilts, etc to reduce interference.
