We recently swap e******* to Huawei and have not fimillier with parameters... One of the building we have done DT and found that outdoor(Serving) rxlevel is -95dBm and indoor(neigbor) is -65dBm but it should have oppsite. As indoor site in higher priority that outdoor and clean frequency is used....
I dont no any parameters that will help to solve the problems....It ishappening only dedicated mode but idel mode it is okey... Pls provide solution if u have...

In huawei the 1800 have higher priority ( layer 2) and 900 have (layer 3).What you have to check in system parameter called Cell layer if the are not as above changed , then you have another parameter to control HO between two band called inter-layer HO threshold if this parameter is put high value let say 45 it is better to change to 35 or less if you see still have good RF condition.

Site is already layer 2 and inter-layer HO threshold is 25.
Layer Settings are correct and based on algorithm call should not be camped on outdoor 900 cell. Even if HO triggered due to Quality it should be on 2nd best cell. Can you check before HO trigger, what was the quality of connection and Check in L3 signalling msgs that prior HO in MR that MS sent to network what was the ranking of nbr cells
Probability of following parameter to be wrong is least but do check them
1. Inter Layer HO Hysterysis should be around 4
2. BQ Margin set on relationship level default is 64 ( means 0 )normal range is 68 ( 68- 4= 4 dB margin) setting high values of BQ margin on a specific relation makes it more favourable candidate in case of quality HO triggered
