If you Decrease CPICH and tilt,
It will reduce number of user, shrink coverage and killing the access for user..
Your customer will complain due to coverage issue..
If you are disable PS384 or PS256,
you are not killing the user access, but just limit the max rate and giving space for another user (not rejected or killing the access), and then
If HSDPA is enable in that cell and HSPA user is higher than R99 user,
you can expand your HSDPA Code and it will improve HSDPA user experience..
Please to check PS Distribution, PS64DL:PS128DL:PS256DL:PS384DL
I guess PS384 seizure (duration time) is lower than PS64 Kbps..
If it is true, no worries to disable that RAB
But the choice is yours..
