NCS scheduling

During the scheduling of NCS following parameters needs to be set.

Like
Relative Signal strength = 3 ( default )
Absolute Signal strength = -75 (default )


well my question is that what exactly are the purpose of these parameter.

As per my understanding Absoluted signal strength is the value below which no neighbors will be recorded.

Relative signal strength still unclear.

please do share any helpful thing regarding this. I have tried to read the help of OSS but it was little ambiguous for me.
