but what is the difference between TEMS_Investigation and TEMS_Discovery_Professional_ and TEMs cell planning

at what version can i build GSM network do the frequncy assignment and change the radiation power of the antennas .....

Investigation is for drive test, discovery i guess is for post processing and cell planner universal is for cell planning as the name suggests.

can the cell planner program deal with full GSM network?

Your question is a bit ambiguous but it can be used for whole network planning.

i mean can i build full GSM network (MSC_BSC_BTS_MSs) and have full control of model attributes for the research purposes

Yes you can but the attributes for MSC and BSC will be minimal. They will just show as the parent object of sites.
