    Reserve bandwidth according to priorities?

    For PS services, concerning the QoS, there will be four kinds, conversational, streaming, interactive and background. Generally speaking, service priorities are decreased as the above sequence.
    The conversational service has the highest priority and background has the lowest.

    It is the same situation to the terminal user feelings. For services with higher priorities, including conversational and steaming, to ensure
    their QoS, RNC will use the subscribed GBR as their final GBR.
    Because more resources will be occupied by such kind of services,operators only subscribe a few users with these kinds of services.

    Most users are using interactive or background services. But how to reserve bandwidth for INT and BE users? From the signal message flow, for every subscriber, there is a parameter named ARP.

    The range of ARP is from 1 to 14, normally. It is used to identify the user priority. This parameter will be transfer to RNC by SGSN in RAB
    Assignment Request message. When receiving this message, RNC will try to find out the corresponding priority level, like Gold, Silver or
    Copper, according to its configuration. And for Gold, Silver and Copper users, different GBR have been configured in the RNC system.


    In this case, the services of these terminal users have been ensured.

    1. Make a plan about ARP, generally for RNC setting, 1 to 5 are Gold, 6 to 10 are Silver and 11 to 15 are copper.
    2. Set the ARP parameter as 1 on HLR.
    3. Use command SET USERPRIORITY, to set ARP1 as Gold user.
    4. Use command SET USERGBR, to set GBR for Gold user.

    Can u pl help to sort out 1.One RNC HSDPA throughput is always low compated to other RNC in the network. Parameter settings are same through out the network.any suggestion where to check.
    2. How to prioritize the services. Means for example currently 5 codes are being utilized for HSDPA remaining 10 are for others(speech,CS 64..). To use more code in HSDPA in what way we can do the configuration.
    3. Really how the bandwidth is being calculated.

    1. total throughput for a particular RNC depends on many reasons. eg: how many NodeBs, IuPS throughput,IuB congestion, radio capacity in node Bs, RNC capacity, in between router capacity, etc

    If most of the capacity items are similar
    first check whether there is any apparent congestion in the particular RNC compared to others from statistics
    If you can check the FTP download test in the RNC PS busy hour in a cell with good radio quality and with no congestion
    Compare the download speeds with another RNC located Node B with same condition. if possible do it with the same Node B while transferring to another RNC. keep the IuB capacity same.

    you can identify whether there is a problem or not

    2. you can use dynamic code allocation . you can configure the max and min hsdpa codec limitation

    please check the statistics on HSDPA code utilization

    3. for RNC use IuPS, for node B IuB throughput would be better
