As i know, it should be in km. I attached a BO report related to Propagation Delay. Please check it first. It is also measured on PRACH. So Moshell and this report should produce same result.
The GSM/UMTS systems have been specified by ETSI (European Telecom Standard Institute) therefore the values are in the metric system. In the case of propagation delay, the unit is km. The value shown (0.7) is 0.7 km (700 m). It is valid in Umts. But please be aware that in GSM, the unit for Propagation Delay differs a little bit because it measures in TA unit (TIMING ADVANCE unit).
