    How bad?
    If it's really bad, check for faulty HW or swaped feeders.
    If it's moderatly bad, check for interference both UL and DL, check path loss/ balance per TRX base.Check Abis configuration. If using V-polar anntenas check if they are parallel.
    There are many reasons why CSSR are bad, for something specific you must give us more input.
    Are all cell affected? How badly? Are CDR also bad?
    Also what you already tried? Have you swapped TRX on cell base, how about drive test, whats shown in statistics?

    Well what your reports (BO?) say ?
    what are the reasons of failures ? -> Can you give more details ?
    From this do you suspect on interference, bad coverage , HW issues etc ... ?
    Have you done any kind of radio measurements ? How far are your user during dedicated mode (large TA), what about signal quality (RxQual) in the area ?
    What about neighboring sectors ? What about KPIs for those cells, do they suffer from any kind of poor performance?
    Have you checked parameter settings (default/recommended) ? have you done consistency check ?
