.MBX Create through Mapbasic

Dear all,
Tell me how i can make mbx file from mapbasic is there any software other then Mapbasic to compile Mapbasic project,

Actually i want to made my own mbx project for nbr audit like MIPT,

i want to know how i can make my self tool like MIPT.
