Difference in minpwrmax and minpwrrl

Hi I am confused about minpwrmax and minpwrrl and how they differ which one consumes more power resources. i have already read the alex but its still not clear, i have seen for hicap sites minpwrmax is reduced from 0 to -30 and which effects retainability , also minpwrrl from -180 to -150.
what is the meaning of maximum power mapping in the definition of minpwrmax : minimum relative power for maximum power mapping
