Greetings experts,
in our network, we have been facing problem of having long (high) call setup time when we are initiating a call (2g) as to compared to our competitor network. if the problem could be on bss side, what might be a problem? and if is on core side, what should we be looking for?

Is this for a single site or for the whole area? If this is for a sinle sector, please check the SDCCH block %, drop% for the sector. If it is high, then there may be high setup time required.

To compare the different vendors for call setup time.
1). you have to have same procedures at the MSC side for ciphering, authentication etc.
2). Similar processor at MSC etc. handling similar traffic
3). At the Radio side, you need to have similar transmissions for E1s etc. to the BTS side, the retransmission time at the E1s will also add the call setup times
4). Same BTS configurations and features, like you shall NOT have TCH queueing (Mobile stays on SDCCH waiting for TCH) but the live network may use queueing feature
5). Similar Radio environment, the retransmission at the air interface will also add the time to the call setup time
6). No SDCCH and TCH congestion/block etc. in the network, if there are these facors, you can't compare it easily
You can see that it is a very difficult and complicated comparison from the above in the live network.
The comparison can be done in a lab environment which is controllable. If you have see a huge different, I'd suggest that you open a trouble ticket with vendor's support organization to see whether it is a real product issue.

I would also suggest you take some traces (using TEMS, Nemo or similar) and see at which stage in the call setup the delay is introduced by looking at the delta between messages (see call flow below). This will help you eliminate a number of areas.
If you also take a trace from your competitor(s) you can then benchmark the deltas from your network to theirs.

dear through drive test ligfile you can export layer 3 and see which part take long time on the basis of parts you can decide what to do .
