Usefull Counter Indicating Problem in WCDMA Resource

Dear All,

please anyone share your knowledge about counter measurement to trace what exactly problem especially in wcdma resource:

NSN: RSRAN066 in counter Maximum Used CE's ratio its indicated CE Utilization which mean if this value is high (Close to 100%)some suggestion or solution (in Easy point of view) is Upgrade CE Module or Inject more licence..

NSN: RSRAN069 in counter Allo capa of ATM VCC, max its indicated IuB Utilization wich mean if this value is close to 100 % in easy point of view solution is Upgrade Iub.

Now I'm still confused in which counter that indicating problem in other resource

1. POWER Resource ??
2. Code Resource ??

what is the explanation of that counter and what the best solution??

please help me?

also from other vendor as a clue and as comparative study please join share the usefull counter.
