Call setup time in 3G

Hey guys,
Anyone have some information about Call setup time in 3G?
I have some complains on sites that seems pretty good, but I have customer complains that's indicating fluctuating and long call setup time, as well as drop!
I work with NSN equipment!

from my experience, call set up time (alerts) ranges from 5 to 7. ideally it should be lower (of course. hehe)

my test for end to end showed from 4-6 sec. some extreme cases could be occur due to some problem at called number.
