Cell traffic offloading (balance)
Dear all members,
What's the technical solutions to offload the traffic between cells in GSM? We put new site in service to add the capacity for resolving the congestion but the not much help. im thinking about the physical tuning like antenna direction pointing, downtilting, should any otherway like reduce power, direct retry,...
how to sort out this issue????

To balance traffic to my understanding has to follow proper
1. new site planning- it should be close to the traffic,center to source of congestion.
2. rf configuration- tilt,azimuth has to reflect the reality, you can use coverage prediction tools(asset,etc) to set at your satisfaction.
3. on activation of a site- site integration(drive test) has to follow,do HO to neighbor site went fine? does site footprint meet your expectations? mostly ,neighbor sites need to be downtilted after coming of new sites;this had to be done when running coverage prediction for the site.
4. after all of above are OK, then you can start checking parameter setting (parameter optimisation).

Dear
After the Physical soluations you can also use the parameters like neagtive CRO which push the traffic to another cells in Idle mode or OffsetN , OffsetP which balancing the traffic between the cell and its neighbors in dedicated mode.

Assuming, this site is already built & on air, here are some options (descending effectiveness):
- add Half rate, G1800, add sectors
- adjacent cells physical retune: antenna tilt, azimuth
- push idle mode MS to other 'good' cells
- force dedicated MS to HO to other cells
- play with CRO, Rxlev Min Access (watch out for unhappy customers)
- etc

About locating parameters such as HO(dedicated mode) & CR(idle mode) are avialable in all main vendors, but it's differrent named (offset, margin, threshold, etc). However the concept and algorithm aren't different so much.

Anyway, thanks for your share again.
CRO (Cell reselection Offset) is for E*******.
Lower value of CRO will favor the neighbouring cells on Idle mode reselection. whereas a higher (say -104 instead of the default -110) setting of ACCMIN (minimum received signal level in dBm at the MS) will make surrounding cells more favourable on idle mode reselection. So, play with these things.

You can check traffic distribution for neighboring cells and if possible try adjusting Cell Load Sharing(CLS) feature parameters to offload traffic from congested cells (E*******).
This is useful only during busy hours.
Also you can adjust Multi Band Cell feature (MBC) parameters (if available) to transfer more traffic to other band (if you have enough resources available for the second band).

You'll find all of the features in my post. Find CRO in Idle mode behavior.
