Just would like to inform may be already you also notice when there is swap from huawei BSC32 to huawei BSC6000 the DCCCH drop rate reduce dramatically as they did investigation there is times changed on BSC6000 ( hide timer) called Delay send fail ind to MSIP(ms) from 1000 ms to 6000ms so that this make SDCCH drop to reduce.
