In our network, we have a big values "RLM.FailRLSetupIub.Cong". Any one can expalin and provide solutions. It seems like Iub congestion but VS.RAB.FailEstCs.IUB.Band and VS.RAB.FailEstPs.IUB.Band have low values.

It seems you can not set-up Iub radio link due to lack of resources but it is not necessarily be congestion over Iub. Counter name is misleading. Check the rest of resources (for CS/PS) as well for possible congestion and exact counter explanation.
