Actually we have the following scenario:
For CS: AMR -> 64K video .
For PS: HSDPA, HSUPA and 384K data.

CE is the resource of hardware. for example ,the ce of down load and up load for vc are 1.

CE consumption per sevices for Huawei, HSUPA & R99:
Each vendor implementation of HSDPA/HSUPA and consumption of CE may differ.
Look for the vendor documentation and find out what kind of licence for CE cluster are available (in Huawei BBU or NSN WSP/FSMx cards; 256/512/1024 CE).
Usually, operators start with basic CE licence (AMR voice) and then expand CE capacity when the traffic (voice/HS) increases (in line with marketing plan).
For NSN network.
1. Get latest UL / DL max CE usage and choise highest 5 peaks. (2 weeks data)
2. Calculate average CE from 5 peaks.
3. Depend of hw. calculate CE of HS Scheduler and CE of Common Control Channels.
Average CE - CE of HS Scheduler - CE of Common Control Chanells = Usage for data(voice + r99+ hsupa )
Apply Grown Factor and sum again.
Required CE = Usage for data * GF + CE of HS Scheduler + CE of Common Control Channels.
This is best and easy way to calculate.
