in our experience is because our product limitation, using E2E QoS make some throtling on UL transfer rate, next question is :

Is it true if network will be degraded on UL Quality after implemented HSUPA?

When HSUPA is active, the EUN increase (around 62 user), so in UL the noise rise increase due to the load that can handle each cell of the node, for that reason before HSUPA activation we need to do some adjustment for EUN and also the BGN.
