E******* - SC Tool based on scanner data (WCDMA)

hey guys,

E******* China (south) has just developed a tool to check missing neighbor based on scanner data. It will have calculation on sample count received from all possible SC.

Example: Cell A <> Cell B : sample count (193837)
Cell F <> Cell D : sample count (298)

Can anyone post up this tool for share?
I can exchange some E// internal tool for it!
