I have a problem: poor radio conditions UMTS year good condtion radio 2G -70 dBm in spite of that the mobile does not make a ISHO!
How to review the parameters CPICH EC/N0, CPICH RSCP and Ue Tx Power for the transition in compressed mode?
And what settings Adviser: HO-ECN0Threshold? HO-RSCPThreshold? EU TX Power Threshold?

have you check LAC in Core ( MSS /` MSC )
are they already created as external LAC..?

Have you made some drive test and see if the mobile enters to compressmode and if it starts the IRAT HO procedure? maybe it's a little obvious but is the IRAT HO parameter activated in at the RNC? if you can please give some more information about the parameters set up. BTW the RNC and BSC are in the same MSC?

has event2d happened? - measurement report message (ul)
if not - what are event2d settings? - measurement control message (DL)

once you have these answers, we can proceed.

about the HO-ECN0Threshold is the threshold of the ECNO at the HO event will be triggered. this means if you set -12 when the ECNO of the best cell in the measurment report is below -12dBm will trigger the HO and will enter to compress mode and so on. the recommended value mm it depends but it might be -12 to -14. But it depends.
HO-RSCPThreshold is the same but for RSPC conditions.
