    Just wanted to add.. best to go to the source, i.e. 3GPP:

    RRC specification for UMTS/HSPA+ etc

    RRC Specification for LTE (E-UTRA)
    http://www.3gpp.org/ftp/Specs/html-info/36331.htm

    At least you can get the correct version etc.
