HUAWEI PS RAB Establishment failures

I do have many RAB Establishment in couple of RNCs due to TNL issues. Does anyone in the forum experiment similar issue with RAN V200R011C00SPC130 and SGSN NOKIA and especially did any solution have been found to improve customer experience and improve KPI?
