AFAIK, UE sends those information in "RRC Connection Setup Complete (UL-DCCH)"
It's visible from drive test tools (e.g. TEMS Layer 3 Message window)..

how about value of other parameters (EcNo, SINR, CQI, etc)?

Is there any sign of too late or too early HO triggering?
Perhaps the variation of value for handover triggers (like HO trigger time or EcNo threshold) will make it works..

For CQI, it's on HS-DPCCH (High Speed Dedicated Physical Control Channel).
