For Huawei the only way to get the TP is CHR and use any CHR reader tool ( nastar, PCHR,OMstar) .
In NSN system there's a counter for TP but not in Huawei.

TP give you the distance when you start the call ( RACH) it's not like TA in 2G.
Normally a big TP shows overshooting cells.
1 TP=240 m

- Licences activation if all the CEs are not enabled.
- Add hardware

Is it only working for MML?

This is normal case if you have few sites on 3G or if you have a carrier not completed.
If you have less interference from other sites and from users you can have good Ec/No and bad RSCP.

You can also have it in Access if you want and than you can make your queries!!
