With 28 MHz Bandwidth and QPSK Modulation, maximum capacity will be 28 x 2 = 56 Mbps, but backhaul is getting chocked at around 40 Mbps, any reasons for that ?

hi..
this shouldn't happen, unless your looking at time intervals of 15 minutes or more, since in between you may have traffic spikes that are getting blocked.
in E******* traffic node for example you get the full packet link capacity, but the radio team start complaining around 85% utilization.
