R99 Accessibility and drop Improvement Parameter

I am in Urgent need to improve R99 PS Accessibility and R99 PS drop as we have one contractual KQI which is a combination of the two 3G KPIs

My network vendor is E******* , software level W17A , among the already tuned parameters are fachReconfTime , cNbifho to 15 and so many more
