Packet technology problem in 3G site

can any one helpe me to resolve thise problem : repetitive disappearance of packet technology in 3G lik in pic :

Maybe (IuPS) LAC for this sites are Locked at PAcket Core Sides. on the other way Around you have (IuCS) you have No Signal , You can Not Established Call Set up and SMS because Core Side is Locked at MSS.
