Could anyone tell me wich parameters must I change in Huawei HO to transfer the traffic between two sites? One of them is congested and I want to force some of the traffic of this site to uncongested ones.

if your HO is ok, don't suggest to change any HO parameters. as this could possibly result in call drops.
instead suggest to start with the following:
1. check coverage of both sites. see amount of overlap etc.
2. optimise antenna downtilt, azimuth etc
3. reduce coverage if necessary
4. check congested site coverage and and neighbor sites. if traffic in congested site is more near to the site and has difficulty distributed to neighbor sites than yo u might have to consider channel and/or carrier expansion (if cdma), trx expansion (i think) (if gsm). you didn't mention what technology you using.
after these basic checks then only move to parameter modification. by the time you finish with the above, it might have solved your problem.
please anyone tell us, how can we adjust congestion relief margins handover in huawei systems like ******** systems. There are so many load sharing parameters, but i couldn't find exact "congestion relief" parameter which i can adjust with dBm margins for handover.
Try to enable Load handover, and adjust the parameters related to the load to avoid call drops.
If the load HO is not successful to decrease the congestion, give the cell a lower priority temporary until you can solve your problem by a mechanical action, or capacity adding.
Its not answer of my question;
for example i have one congested cell (X) and two neighbor cells (neighbor A & B).
when X congested i want to share load only to neighbor A,
i don't want to share load with neighbor B.
how can i adjust this with huawei handover parameters?

why don't you try to modify the CRO?
sorry but CRO is an idle mode parameter,
i need dedicated mode parameter for seperating target cells of a congested cell.....

I already did all the physical optimization and now I want to try some parameters changes to balance the load between the sites but I don't know how Huawei parameters could manage and balance the traffic.
I already used Load HO but the impact on the traffic balance was very discrete. About 10% or less.
Have anyone some documentation about traffic management using Huawei HO paramenters?

all ways is the same, just search on Huawei name of parameter. I have on NSN parameter :victory:, like below :

regarding your case you want to direct the traffic to specific neighbor
if the BSC is BSC6000 then you should change the parameter Load Req.on Candidate Cell
if the BSC is BSC6900 then you should change the parameter Load handover Load Accept Threshold
also to play with the aggressiveness of Load handover in Huawei you can use the following parameters :
Load HO Threshold
Load HO Bandwidth
Load HO Step Period[s]
Load HO Step Level
to add reputation if useful

if u understand the function of each parameter exactly then the rest is easy
if u want to increase the load handover to specific neighbor then u have to in crease the parameter Load Req.on Candidate Cell
if i want to increase the Number of load handovers then i should decrease the parameter load handover threshold
off course i should be very careful when i change these parameters not to increase drop , i should make sure that load handover happened only to target cells with good conditions
if you want to sharing traffic to reduce blocking, you can use idle and dedicated parameter,
for idle parameter u can use CRO & RvLevAccessMin
for Dedicted Parameter u can use Inter-cell HO Hysteresis if same layer, PBGT if want to share GSM to DCS, interlayer HO threshold& Hysteresys if different layer (up layer), Min UP / DL Power on HO Candidate Cell (for incoming), Edge HO UL / DL RX_LEV Threshold (for outgoing)..
