So you're coming from a 2G site going to 3G site? Maybe there's no UMTS/GSM reselection available between sites..Or 3G site was not on-air..Quote:

for 2G-3G reselection you have to check the following:
*3G cell is defined as neighbour in 2G side
*3G cell parameters defined in 2G side should be correct (LAC,PSC,RNC)
*may be the threshold or parameters are set wrong check (FDDQmin(dB),FDDQoffset,2G-3G inter-rat enabled switch(sholud be on),Q_search_I(should be always search for 3G ngbr) )
also check if the 3G cell is barred or not

Now 2G-3G cell reselection is successful but i m not able to lauch on 3G most of the time. UE should take Higher Freq ( 3G- 2100 Mhz ) as compair to 2G..So bydefault it should go to 3G if we have 3G coverage.
Wht are the cause for delay in cell reselection for 2G to 3G?

This 2G - 3G cell reselection issue for smart phones iphone 4 and Blackberry, was noticed in networks where RAN is provided by Huawei and Core is provided by NSN.
My question is this problem reproducable in the test bed?
Would colleagus facing this problem to share the software version of the network elements they are using in their network?
Is NSN core R4 or a higher release?

I think the reselection from 2G to 3G is not affected by the core network.
You should use the Tems to read the message from 2G RAN send to UE ( SIB 2 quater).
