what's the best parameter to tune if you would like to reduce the handover attempts from GSM cell to DCS cell "co-cell"?
I used Hierarchical handover
G9 cell layer = 3
G18 cell layer = 2
and adjust inter layer Ho threshold for control handover

I usual adjust this parameter to reduce HO attempt from GSM to DCS or vice versa... :
After Make Layering different for GSM and DCS, example DCS Cell Layer : 2
and GSM Cell Layer : 3
Adjust some parameter :
1. Min UP/DL Power on HO Candidate Cell (HO Data)
2. Inter-layer HO Threshold / Hysteresis (HO Data)
3. Min Access Level Offset (adjacent Cells)
4. Inter-layer HO Hysteresis (on adjacent Cells)

anything on parameter setttings. we cannot change 2D and 2F event it should remain constant.

I am having problem while handover from DCS to GSM... DCS RXlev -90 and Quality is Bad(7) and GSM -66 no Handover occur... No congestion in the GSM. Call droped then go to GSM.. HO relation defined.
GSM to DCS hO no problem...
Parameters for DCS Cells(layer 2)
1. Min UP/DL Power on HO Candidate Cell --0/8
2. Inter-layer HO Threshold / Hysteresis --30/2
3. Min Access Level Offset -----10
4. Inter-layer HO Hysteresis (on adjacent Cells)
Parameters for GSM Cells(layer 3)
1. Min UP/DL Power on HO Candidate Cell --0/8
2. Inter-layer HO Threshold / Hysteresis --5/2
3. Min Access Level Offset -----0
Pls provide the solution if u know about that

I'm not sure, I think the problem with the setting: 2. Inter-layer HO Threshold / Hysteresis --30/2, HO will not occur from DCS to GSM till GSM level is greater than (-90 - Inter-layer HO Threshold - Hysteresis) which is -58
So decrease the value of Inter-layer HO Threshold

also the parameter Inter layer handover thresholds is set to 30 in DCS which means that for any Rxlev < -78 dB the priority setting in (GSM-->layer 3 and DCS-->layer 2) is not considered in neighbor selection algorithm , so the mobiles should make handover to 900 directly because 900 always have stronger levels.
can u give more explanation about your solution in this case??
