There are 4 capacity resource in Node B
1. RF Capacity --> Power and Code
2. Baseband Capacity --> CE
3. Transport Capacity --> Iub
4. for HSDPA, you have HSDPA User Number Capacity..
CE is only one capacity resource in 3G

Power Capacity :
If your PA is possible to be upgraded, then increase the PA, huawei WRFU/MRFU can be up to 80 W per PA Module,
If not, splitting Cell or 2nd Carrier is the solution.
Code Capacity :
Code cannot be upgraded, you have to add more CC (Cell Carrier) with splitting Cell or 2nd Carrier.
But you have another solution instead of them :
1. If many HSDPA User compared than R99 User --> add HSDPA Code
2. If you have only 1 Carrier --> Using Dynamic Code Allocation
3. Disable some of unnecessary PS RAB (ie, disable PS 256 or 384) :)

Can you describe more detail about Disable some of unnecessary PS RAB (ie, disable PS 256 or 384)
If i disable some RAB's how i will save codes? Does system reserve codes for all RAB's, which enabled in the system?

Each RAB (CS12.2/CS64/PS64/128/256/384) has code allocation in OVSF Code Tree called as Spreading Factor (SF)
CS 12.2 use SF 128
CS/PS 64 use SF 32
PS 128 use SF 16
PS 256 use SF 8
PS 384 use SF 8
1 SF8= 2xSF16=4xSF32=16xSF128
If you know about code clashes, then
1 PS 384 user occupation = 16 CS AMR users occupation,
meaning that 16 CS AMR code cannot be used due to 1 PS 384 user.
So,
If you disable PS384, you give more space for other RABs..

i have found the parameter :
TYPRABBASIC in RNC Parameter
you can use LST TYPRAB,
change/delete RABINDEX which has MAXBITRATE=384000 (if you want to delete PS384)

It not a sollution for me. In our counrty 3 UMTS operator, and if will decrease throughput, subsrubers will move to another operator. It is better to decrease number of users (tilt, CIPICH power), but for the rest - provide good service!
