NSA - anchor layer LTE band - how to detect priorities from signaling

how can we detect priorities of anchoring layer for different LTE bands, to make addition of 5G leg, from signaling messages , if possible

It is related to event thresholds, but , is there any smarter way to get the whole picture of different operators layering strategy in fast way by use of available drive test logfiles ?
