Low Soft Handover Success Rate and high CS RAB Drop

Dear Experts,

May I kindly ask how to solve Soft Handover Failure from 2 sectors on the same site, eg. Sector 1 HO Fail to Sector 2 that lead to my high count of CS RAB Drop.
I already did the following:

1. No PSC Collision.
2. No Missing Neighbor.
3. No Hardware alarm/availability issue.
4. No overshooting.

What I observed was the Sector 1 RAB CS Drop degraded that lead also to a degraded Soft Handover Failure. I'm not sure if this helps but I'd checked my AvgRSCP_TP6-9 and I found it also degraded. It occurred the same time the drop and SHO failure occurred.
Appreciate your inputs on how to solve this issue.

Check UL Resource Group. Sectors from 1 carrier must be at the same UL RG
