Briefly as i know its used for dimensioning.

if any body can provide setup file for this tool i might be able to provide the solution:
Using the WINS platform to output the Ran network insight for :
l Performance KPI audit
l Capacity audit
l Coverage audit
l Terminal audit

The release notes are attached.
I cannot find setup atm.
