To optimise the PCI plan the planning tolos like ASSET or ATOLL can help you to optimise the use of PCI. You can use the SON to detect confusion in the PCI but never optimisation in the current network, maybe in the near future.

If you don't have any tools you can create manually like this,the idea is reduce PCI Mod 3 confusion or collision

1. Export all the PCI in your network, you can use DUMP as well
2. add column in you excel file using formula =MOD 3
3. Open using MAPINFO
4. THematic based on MOD 3 result
