Power & Rach Counters meaning

Dears,

I'm confused about the meaning of below Huawei cell level counters:

AS3240A:Average MS Power Level of AMR Call / what does it mean when it equal to 9 for specific cell?
AS3241A:Average BTS Power Level of AMR Call / what does it mean when it equal to 4 for specific cell?
A332:Maximum Undecodable Level in the Code Streams on the RACH(dB) / what does it mean when it equal to 73 for specific cell?

Your help is highly appreciated as I didn't understand it form Hedex?
