Alarm SCTP Link Congestion?

Hi Expert,

any one can tell me what meaning of this alarm:
SCTP Link No.=1,
Current transmit buffer usage (%)=100,
Congestion Triggering Threshold (%)=80,
Congestion Clearance Threshold (%)=40,
Description=for CCP

and what is CCP?

This is for control plane for transmision over IP, eg IuB,
it could be due to IuB Congestion, so the bw for signalling/sctp is not enough
