DCH to E-DCH Channel Switching

Dears,

Has anyone come across a way to control the rates on which the user gets switched from DCH to EDCH? I looked it up in
the DCCC but couldn't find anything in this regard.

What I'm trying to do is keeping the low rate users on R99 instead of HSUPA so to save the CE resources and reduce the cogestion.

Any input in this regard will be highly appreciated..

Hi! Why not just decrease number of admitted EUL users instead?

cause it will affect the Call setup KPIs, as the users will be rejected during admission, so it will peg congestion stats..
