Someone knows have some tool to create the google earth file with cells and comments(height, azimuth, tilts, etc) for WCDMA.

What planning tool are you using? From Atoll you have a plugin which will do this for you. Other way of doing it is to have GE pro and import Mapinfo files which can have any kind of information you want. Third possibility is to import the Mapinfo files in Global Mapper and export them as kml, but I'm not so sure about the handling of the atributtes.
