hi COURSEKEC,

U assign CRO when u want to extend your coverage, or u want to decongest neighbor sites.
If I'm not mistaken every value of CRO, 1 equals 2 or 3 dB. Just check ur BSC help reference.
Example, if u are -96 dbm(RSL idle) at 500m from the serving cell #1 and there is a nearest site, serving cell#2, around 400m, but at -100 dbm (RSL idle), most probably cell#1 will serve u, but if u want cell#2 to serve u, u change your setting of CRO from 0 to 3 or 4 (6 db plus), -100 dbm + 6 dbm= -94dBm, therefore cell # 2 has better RSL idle than cell #1 wherein your call will be camp on at the aforesaid cell.
Hope u understand my explanation...
