from my experience : reduce time to trigger1a to 200 ms
increase time to trigger1b to 1280 ms
it reduce call drop.

I have other opinion. Decrease TTT1a = 100 ms , Faster addition of fast rising pilots. And TTT1b=640ms, That is enough, TTT1b =1280ms is too long.

TTT1b 1280ms is not too long, it prevents ping pong of cells who left active set and came back
