please see attached the SDCCH drop file for ZTE equipement about sd drop
for sd congestion you can solve it
add sdcch channel
if the site is in border u can activate C2 (reselection)

SD Drop is the drop in an abnormal termination of an SDCCH Connection due to one or more reason(s).

SD Congestion, however, is a situation that leads to failure to establish new SDCCH connections due to lack of SDCCH resources (all available SDCCH channels being occupied with other connections).

Common reasons for SD Drop:

Congestion on Traffic Channels (TCH Congestion)
Bad Quality (due to such reasons as interference)
Excessive Timing Advance
Hardware problems
Transmission instability (errors on TX links - Abis,etc)
