RRC Failure at RNC Border ? How come ??

Hi expert,
Anyone has experience on RRC failure at cells on RNC Border (different or same vendor) ?
What kind of failure/counter increase ? What is the best solution ?
Currently i limited the coverage by antenna tune and CPICH power.

U can check all parameters between RNC's.(SH parameters and others..)

I suppose RNC boarder equals LAC and RAC boarder!?
I also asume, the RRC failure is due to no reply?
If that both assumptions are true, the failure is due to registration.
Check RRC failure .reg (registration)
The only solution in that case is to redesign RNC/LAC boarders, maybe the boarder is in the middle of a high traffic area!? -> Try to find natural boarders like hills or forests - and try to avoid dense areas.

I'm facing the same issue (RRC registration failures) in LAC boudaries after a swap. Would the redesign/optimization be the only solution as the problem appeared only after the swap?
